国の中長期のエネルギー政策の方向性を示す「エネルギー基本計画」（エネ基）について、経済産業省が近くまとめる新しい計画案の概要が分かった。東日本大震災後に掲げた「原発依存度を可能な限り低減する」との表記を削り、原発回帰の姿勢をより鮮明にする。
経産省が来週にも開く有識者会議で素案を提示する。「低減」の文言をなくすかわりに、「特定の電源や燃料源に過度に依存しない」という趣旨の表現を盛り込む方向で、最終調整している。
エネ基はおおむね3年に1度のペースで改定し、震災後の2014年に策定した計画では「震災前に描いてきたエネルギー戦略は白紙から見直し、原発依存度を可能な限り低減する」と掲げた。その後の改定でも「可能な限り低減」の文言は維持されてきた。
だが、ロシアによるウクライナ侵攻により資源価格が急騰したことをきっかけに、岸田文雄前政権は原発推進に転換。22年6月、経済財政運営の指針となる「骨太の方針」で、前年に盛り込んでいた「依存度低減」の表記を見送り、原発を「最大限活用する」と踏み込んだ。23年2月に閣議決定した「GX（グリーン・トランスフォーメーション）実現に向けた基本方針」でも、原発回帰の動きを鮮明にした。
新しいエネ基もその流れを引き継ぎ、原発の建て替え（リプレース）にも踏み込む方針だ。GX基本方針では建て替えを「廃炉を決めた原発の敷地内」に限ったが、新しいエネ基には、同じ電力会社ならほかの原発の敷地でも、廃炉した分だけ原子炉をつくれるようにする案を盛り込む。
ただ、40年度の電源構成に占める原発の割合は2割を目標とし、震災前の3割には達しないとする。その分、再生可能エネルギーは4～5割に増やし、火力は3～4割とする方向だ。
新しいエネ基の議論は今年5月に始まり、40年度に向けて原発を再生可能エネルギーとともに脱炭素電源と位置づけ、「拡大する必要がある」との議論が進む。データセンターや半導体工場の新増設に伴い、将来の電力需要が増加する可能性が高く、それに対応するためとの理由だ。ただ、稼働できる原発が減っていくため、少しでも早く原発の建て替えに着手したい経産省にとって、障害になりうる「低減」の文言を削ることが課題だった。
「低減」は「足かせ」だった
