財務省解体デモが話題を呼んでいる。国民の給料が上がらない中で、物価や国民負担が増加していることに対する怒りなどが起因しているものなのかもしれない。

しかし経済学者の竹中平蔵氏は「全く意味のないもの」と語る。

「現状ただ騒いでいるだけ」「『この人が悪い』と単純化して思考停止するのではなく、制度の問題として捉える必要があります」。
詳しく語るーー。

◼単純に「悪者」を決めつけるのは思考の放棄

最近、「財務省解体デモ」が話題になっていますが、これについては疑問を感じています。これは、全く意味のないものです。

財務省を解体するとして、その後どうするのかという具体案が示されていないのです。これは小泉純一郎元首相の「自民党をぶっ壊す」やNHK党立花孝志氏の「NHKをぶっ壊す」とは全く異なります。

小泉氏は「自民党の構造を変えるためにこういうことをします」と具体的な改革案を示しました。
しかし、財務省解体デモでは「財務省の構造を変えるためにこういうことをします」という議論が何もありません。例えばですが、「国土交通省にライドシェアを認めさせる」のように、より直接的で具体的な改革を求めるデモの方が意味のあるものだと思います。

財務省解体デモの現状では、ただ騒いでいるだけのように見えます。もし財務省が陰謀を企てているのであれば、日本はこれほど財政赤字にはなっていないでしょう。

たしかに財務省にも問題はありますが、他の省庁にも同様の問題はあります。財務の仕事は必要であり、どの国でも財務省と外務省は政府の中心に位置しています。
そのため、必然的にどの国でも財務省は一定の力を持つのです。そして財務省には優秀な官僚が多いです。

問題は日本の公務員制度全体にあります。「この人が悪い」と単純化して思考停止するのではなく、制度の問題として捉える必要があります。政策は複雑な仕組みであり、単純に「悪者」を決めつけるのは思考の放棄です。

例えば、財務省が主導した改革の成功例もあります。コンセッション(公共施設の運営権を民間に売却する制度)は財務省が元々推進したものです。
関西空港は赤字で困っていましたが、民間にやらせることで改善しました。このように、財務省が改革を進めた事例もあるのです。

◼本当の問題は日本の公務員制度

たしかに、財務官僚がしたたかに動き、自分たちの省庁の利益を徐々に拡大してきたという側面はあるのかもしれません。

仮にそんな現状を変える必要があるのだとすれば、デモを通じて、公務員制度の改革や内閣人事局の権限強化など、具体的な改革案を示すべきです。
それがないと、政府として何をすればいいのかよくわかりませんし、最終的にはガス抜きのような政策をして終わってしまうのではないでしょうか。

◼残念ながら、政策は複雑だということを理解していない人たち

高齢者医療費の自己負担増加の議論も実質的に先延ばしになりそうでが、これは膨れ上がり続ける社会保険料の解決策として重要な議論だったと思います。
これを先延ばししたことに対して反対デモをする、もしくは「国のリーダーに改革を求める」「税金と社会保障の一体改革を求める」というデモであれば意味のあるものになるでしょう。

政策は複雑で、単純な「解体」や「ぶっ壊す」という掛け声だけでは何も解決しません。
具体的な改革案を示し、国民に説明して理解を得ることが、真の政治のリーダーシップです。

残念ながら、政策は複雑だということを理解していない人たちの陰謀論が、この国では非常に強いと感じます。しかし、繰り返しますが、それでは何も解決しません。

日本の政治・行政改革には、公務員制度の改革、内閣人事局の権限強化、社会保険料の改革、国会改革など、多くの課題があります。これらの改革を一つ一つ進めていくことが、日本の社会を変える道筋となるでしょう。
