＜独自＞川口クルド人「出稼ぎ」と断定 入管が20年前現地調査 日弁連問題視で「封印」 「移民」と日本人
埼玉県川口市に集住するトルコの少数民族クルド人をめぐり、法務省入国管理局（現・出入国在留管理庁）が20年前の平成16年、難民認定申請者の多いトルコ南部の複数の村を現地調査し「出稼ぎ」と断定する報告書をまとめていたことが24日わかった。しかし日本弁護士連合会が「人権侵害」と問題視したことから、調査結果は表に出なくなった。これらの村などがある３県の出身者は現在も同国の難民申請者の8割を占めることも判明、報告書からは、クルド人の難民該当性について、すでに一定の結論が出ていたことがうかがわれる。
この文書は「トルコ出張調査報告書」。当時、クルド人らが難民認定を求めて各地で裁判を起こしており、同省が訴訟対応として16年6～7月、これらの村へ入管職員を派遣し、生活実態などを調査した。
報告書は「わが国で難民申請した者の出身地が特定の集落に集中している」「いずれも出稼ぎ村であることが判明。村民から日本語で『また日本で働きたい。どうすればよいか』と相談あり。出稼ぎにより、近隣に比べて高級な住宅に居住する者あり」などと記されていたという。
ところが報告書が訴訟資料として法廷へ提出されると、クルド人側の弁護団が問題視、入管側が難民申請者の氏名をトルコ当局へ伝え、現地の家族を訪問していたことなどを記者会見して非難した。当時のメディアも「法務省が不手際」「迫害の恐れ」などと批判的に報じたが、報告書の内容自体には触れなかった。

これらの訴訟で原告となったクルド人らが難民と認められることはなかった。また、入管関係者によると、当時調査した村などがあるガジアンテプ、カフラマンマラシュ、アドゥヤマンの南部3県には、日本に在留するクルド人難民申請者の出身地の8割が集中しているという。
入管庁によると、トルコ国籍の難民申請者は16年からの20年間で延べ1万2287人にのぼるが、難民認定されたのは4人。また川口市によると、市内のトルコ国籍者は同期間で約200人から6倍の約1200人に増えた。難民認定申請中の仮放免者を含めると約2千人にのぼる。
