【解説】 ウクライナは30年前に核兵器を放棄……なぜそうしたのかいま問う国民

部分的に開いたコンクリートと鋼鉄の蓋（ふた）の下からは、巨大な大陸間弾道ミサイル（ICBM）が顔をのぞかせている。
しかしこのミサイルはレプリカだ。ひび割れ、かびが生えている。この約30年間、ミサイル格納庫はがれきでいっぱいだった。
ウクライナ中部ペルウォマイスク近郊にあるこの広大な基地は長年、博物館となっている。
ロシアの全面侵攻開始からほぼ3年が経過した今、戦後の安全保障についても同盟国間でどう保証したらいいのか明確な合意がないなか、多くのウクライナ国民が核兵器を手放したかつての決定を誤りだったと感じている。
30年前の1994年12月5日、ハンガリーの首都ブダペストで行われた式典でウクライナは、ベラルーシやカザフスタンと共に、アメリカ、イギリス、フランス、中国、そしてロシアからの安全保障の保証と引き換えに核兵器を放棄した。
ビル・クリントン米大統領（当時）はブダペストで、「（ウクライナ、ベラルーシ、カザフスタンの）3カ国に対して安全保障を保証すると約束した。この3カ国の独立、主権、領土の一体性を、我々がいかに重視していくか強調するものだ」と述べた。
これまで約10年間にわたりロシアから受けた苦難を振り返り、国際社会がそれを防ぐことができなかった、あるいは防ぐ意思がなかったように見えるなかで、スーシェンコ氏は避けがたい結論に達している。
「今のウクライナで起きていることを見て、個人的な見解としては、すべての核兵器を完全に破壊したのは誤りだったと思う」。スーシェンコ氏はこう言う。

何十年も時間が経てば、政治家も世代が変わって違う人間になっていくのだから

貧乏なウクライナには維持する為の金が無かったし、管理出来る技術者もいなかったから、ありえない話。
そもそも当時のウクライナの核兵器あ、旧ソ連、現ロシアの技術でつくられた核兵器がウクライナに配置されていただけの話。
放棄しなかったとしても維持は不可能だった。

日本はウクライナ程悲惨じゃないけど、クリントンの親中反日路線のせいで中国は大国になり日本は没落するきっかけになったからね
