国民民主党が求める「年収103万円の壁」見直しを巡り、所得税の基礎控除（48万円）を引き上げる一方、住民税の基礎控除（43万円）を引き上げ対象から除外する「分離案」が与党内で浮上していることが判明した。地方自治体からは「壁」引き上げによる住民税の税収減を懸念する声が上がっており、「分離案」によって地方への配慮を示す狙いがあるとみられる。
20日にあった自民、公明、国民民主の3党税制調査会長による協議で、国民民主は「所得税の基礎控除などを103万円から178万円に引き上げる」ことを最重点項目として要望した。基礎控除は最低限の生活費には課税しないという考えに基づく措置で、国税である所得税、地方税である住民税のいずれにもある。国民民主は、住民税の基礎控除の引き上げについて「基本的にはそこも含めて考えている」（古川元久税調会長）との立場だ。
ただ、所得税と住民税の基礎控除は、必ずしも連動して見直されてきたわけではない。
財務省によると、所得税の基礎控除は、主に高度経済成長期以降、物価や所得の上昇に合わせて引き上げられてきた。一方、住民税は地域社会の費用負担を住民が広く分かち合う「応益課税」の考えが強く、「所得税と切り分けて見直された面もある」（財務省関係者）という。
国民民主の要望通り非課税枠を178万円へと引き上げると、年7兆～8兆円の税収減が生じる見通し。うち約4兆円が住民税の減収で、このほかに地方交付税も1兆円強減る計算になることから、各地の首長が財政上の懸念を表明している。
こうした事態を受け、与党関係者は「引き上げを分離させることは可能だ。分離させれば、地方には基本的には影響がなくなる」とする。
自民、公明両党は今後の国民民主との協議のなかで、国民民主の要望の詳細を確認する方針。国民民主側の姿勢に応じて「分離案」の検討に入るかを判断するとみられる。【小田中大、野間口陽、山下貴史】
