刑務所は更正施設なので更正する見込みのない外国人は基本的には収容しない。日本人なら軽い罪でも実刑にするが、外国人に関しては言語の問題、宗教的問題があるので収容するのは現実的ではないし税金の無駄とかなんとか言ってる。
