石破茂首相（自民党総裁）は、派閥の裏金事件で処分を受けた議員らについて、次期衆院選で原則公認する方針を固めた。都道府県連の申請を受けて公認していく考えで、比例重複も認める。首相は6日にも、事件の中心だった安倍派幹部らから状況を聞くことを検討している。
首相は9日に衆院を解散し、15日公示、27日投開票の日程で総選挙を行う意向を表明済み。一方、公認問題については総裁選の中で「ふさわしい候補者か、党として責任を持たなければならない」とし、公認しない可能性も示唆していた。
だが、総裁就任後は連立を組む公明党からの要請もあり、最速日程での衆院選を決断。公認手続きを急ぐ中、「裏金議員」は非公認としたうえで新たな候補を擁立する時間的余裕はなく、妥協する方向へ傾いたようだ。
党は4月、政治資金収支報告書への不記載があった39人を処分。うち34人が8段階中4番目の「選挙における非公認」より軽い処分だった。こうした経緯から、公認問題を蒸し返すことに反対する声が党内に根強くあり、首相が押し切られた面もある。
だが、裏金問題の対応は国民の理解を得られていない。朝日新聞が１、２日に実施した世論調査（電話）では、実態解明を「進めるべきだ」と答えた人が75％だったのに対し、「その必要はない」は15％だった。
首相は1日の就任会見で「国民が納得したという状況にはない」とした上で、「どうすればもう起こらないかの認識をきちんと伺いたい」とも述べていた。6日にも安倍派幹部らと面会し、直接確認したい考えだ。
党執行部も「裏金議員」の公認や比例重複を原則認める方向。その際、再発防止策を講じる誓約書を提出させる。野党側では立憲民主党を中心に、「裏金議員」の選挙区について候補を一本化する案が浮上している。
