いつの間にか「大増税」されていた…！ 実は国民を苦しめている「ステルス増税」のヤバすぎる実態

■国民は気づいていない
はたらけどはたらけど猶わが生活(くらし)楽にならざりけり――手取りが増えない原因は「ステルス増税」かもしれない。国民が気づかないように、広く薄く搾り取るのがステルス増税の特徴であり、それはすでに始まっている。
昨年6月から、住民税が1000円多く徴収されているのをご存じだろうか。給与明細を見ても、普通は気づかないだろう。
「住民税に上乗せする形で、森林環境税が年に1000円徴収され始めました。目的が『森林整備およびその促進』と曖昧で、本当に必要かどうかもわからないですし、環境対策と言われると反対しづらい心理を利用しているとしか思えません」(経済ジャーナリストの荻原博子氏)
今年もさまざまなステルス増税が控えている。税理士の宝田健太郎氏が解説する。
「2013年から所得税に2.1％上乗せされている復興特別所得税は、当初は2025年で徴収期間が終了する予定でしたが、2037年まで延長されました。代わりに税率が1％引き下げられたため、政府は『減税した』と強調しているものの、2027年からは『防衛増税』として所得税率が1％引き上げられるので、ただ徴収期間が12年延長されただけです」
さらに今年の4月1日からは、贈与税でも実質的な増税が予定されている。結婚・子育て資金を一括贈与する場合、1000万円まで設けられていた非課税枠が廃止されるのだ。
■ステルス増税の代名詞「独身税」
来年以降もステルス増税は目白押しだ。2026年度からは「異次元の少子化対策」の財源として、「独身税」と揶揄される子育て支援金の徴収が始まる。
「年間1万2000円が医療保険料に上乗せされる予定で、物価上昇で苦しむ家計にとっては大きな負担です。しかも『支援金』という怪しい名前からわかるように、税金でも社会保険料でもないため、国民負担率の計算には含まれないことになっている。まさにステルス増税の代名詞です」(前出の荻原氏)
近年ではEVのほか燃費がいい自動車が増えたため、ガソリン税の減収が著しい。そのため走行距離に応じて課税する走行距離税、通称「ネオ自動車税」の導入も検討され始めた。
増税や税の新設、社会保険料の値上げに加えて、政府は控除の縮小によっても税収を増やそうとたくらんでいる。
「検討中のもので、現役世代に影響が大きいのは退職金控除の縮小でしょう。現在の制度では、勤続年数に応じて退職金から控除したうえで、その金額の50％が所得税の課税対象になっていますが、この計算式を変更するだけで税収は大きく増えます。
しかも増税と異なり、税金の計算式の変更にまで気を配る国民は少ないため、反発が小さいと踏んで断行する可能性は高い」(前出の宝田氏)
こうしたステルス増税のおかげで、2025年度の税収も過去最高を更新する見込みだが、国民の懐と我慢は限界を迎えている。
