兵庫県の斎藤元彦知事は２０日の定例記者会見で、自身に関する内部告発を巡る問題で県議会の百条委員会が実施した職員アンケートの中間報告について、「内容を承知していないのでコメントは控える」と述べた。中間報告で明らかになった新たなパワハラ疑惑については、「業務上の指導だった」という従来の主張を変えなかった。
アンケートは７月３１日～８月１４日、職員約９７００人を対象に実施し、約６７００人が回答した。
中間報告ではこのうち、５日午前９時までの回答（４５６８人分）を集計。パワハラ疑惑に関し、見聞きした人の合計が３８・３％（１７５０人）に上った。贈答品の受領疑惑についても、２０・７％（９４６人）が見聞きしたと答えた。
アンケートの自由記述では、「視察先の施設でエレベーターに乗り損ね、職員を『お前はエレベーターのボタンも押せないのか』と 叱責 した」など、前県西播磨県民局長の男性職員（７月に死亡）が告発文書で指摘した以外の新たな疑惑も、多数寄せられた。
斎藤知事は記者会見で、エレベーターの件について「そういったことをした認識はない」と強調したうえで、「仕事なので、（一般論として）厳しく指導することも必要だ」などと述べた。
百条委は２３日から、パワハラ疑惑に絞って証人尋問を始め、３０日には斎藤知事の尋問を予定している。斎藤知事は記者会見で、「（百条委の）調査に対応し、県政を前に進めていく」と語った。
